It’s not easy to operating a large-scale organization well. The Communist Party of China is undoutedly one of the successful organizations renowned for its administration on its members. Patriotic united front，armed struggle and Party building are the three magic tools obtained in the CPC’s defeating its armies during China’s revolution. The Party should police itself. The Party must face the great issue of the development of the ruling party so as to better its ruling. The Party should impose strict discipline on its members. The CPC has been developing in twists and turns and constantly reforming on its administrating mode. In the new era，in order to adapt itself to the changing economic and social environment，the CPC adopts a series of measures to improve its governace capacity，i.e，strengthening its ruling capacity. In a changing society，it is the rational choice for a party，which has great quantities of members and is seeking sustainable development，to realize its transformation from the traditional “party management” into the modern “party governance”，and establish the viewpoint that “govening the majority” differs from “govening the minority”.
