In order to maintain all-round，coordinated and sustainable economic and social development，it is necessary for us to take the path of low-carbon emissions. The foremost issue for us is to deal with the imbalance between the demands and supplies of talents，especially the shortage of sufficient qualified persons during the process of the development of low-carbon economy. This paper analyzes the current situation of competent persons，experts in low-carbon industry，and makes suggestions for how to foster the talents.
