Honor system is an important part of the political institutions.It is the symbol of political legitimacy，stability and orthodoxy. Complete honor system are favorable for the construction of the system of socialist core values，the social cohesion and centripetal force. There for it’s necessary to draw on the experience of the stable honor system in western major countries，systemize the ancient and modern Chinese awards and honors system，summarize the problems of the current administrative encouragement system and then build the complete and unified honor system.
