China Scholarship Council （CSC） is playing a more and more important and essential role in the cultivation of talents in China as a whole. CSC has been weighing and innovating many new measures and policies，in the basis of consideration of new situation，aiming to integrate and upgrade resources，which leads to a leap-type progress in the cause of cultivation of talents. The paper begins with a brief introduction of polices reformed in the selection and management of central government sponsored scholarship awardee，and then a totally different stage under the influence of CSC. Last but not least，the paper gives an account of the innovative measures and polices and their implementation. In their implementing，CSC has been combining and enhancing the highly qualified resources home and abroad. It not only enlarges the scale of scholarship winners，but also ensures their high quality.
