In 1997，China advanced national strategy of nomocracy.Since then，our work on environmental protection began to follow a road of nomocracy.Analyzed from the details or the actual effects in a whole，the framework of Chinese Environment nomocracy has been basically established.The work of environment-friendly and resource-saving nomocracy was being improved，which was in accordance with the demands of the Outlook on Devolopment and eco-civilization.The perfecting measures included not only legislation perfection，but innovation of regime，institution and mechanism about the details of enforcement，legal abidance，participation and supervision.
