In 2007，a special research team of the Law Institute of CASS did three field trips in Hannan District of Wuhan，to research the implementation of the View on Scientific Development，governance according to law，and Peace Hannan Project.Based on the trips and research，we found several successful experiences by the grassroots governments in those regards.We named it as “Hannan Model”.It can be summed up as follows：（1）adhere to the View on Scientific Development as a guideline，（2）unswervingly promote the goal of social harmony，（3）coordinate development not only between agriculture and industry，but also rural and city area，（4）build service-government in accordance with the law，（5）build an innovation system with the Peace Hannan Project in mind，（6）actively pay attention to the people’s livelihood，and build ecological harmony.
