In 2007，under the leadership of the Chinese Communist Party at all levels in Chongqing，the Chongqing Municipal People’s Congress and its Standing Committee，the Chongqing Municipal Government，the People’s High Court of Chongqing and the People’s Procuratorate of Chongqing promoted a comprehensive，coordinated and sustainable economic and social development as the central task，fully implemented the duties entrusted by the Constitution and the law，and deeply pushed forward the building-up of the local rule of law.The Chongqing Municipal People’s Congress and its Standing Committee speeded up constituting，revising and perfecting the local laws in key sectors and fields；through implementing thoroughly “Supervision Law of the People’s Congress Standing Committees at Various Levels”，the Chongqing People’s Congress and its Standing Committee listened to the work reports related to some important matters of the Chongqing Government，the People’s High Court of Chongqing and the People’s Procuratorate of Chongqing，strengthened the review and supervision，and made inspection and supervision in the implementation of laws and regulations；seriously organized and directed the work of electing and training the deputies of the people’s Congress at various levels in Chongqing，informed the deputies in more broad channels，protected the deputies to fully exercise their rights，and strengthened and consolidated the local people’s congress system.With the democratic ways in public participation and soliciting public opinion extensively，the Chongqing Government enacted government regulations and carried out regulatory clearing-up work；administered strictly according to the law，and promoted the main bodies who execute the law，the procedures of executing the law and the law enforcement act more standardized and institutionalized；strengthened administrative supervision，advanced the work of administrative reconsideration smoothly and steadily，and innovated and improved the work mechanism of the administrative reconsideration.Judicial organs performed judicial functions according to the law to fight effectively against various kinds of crimes，implemented the Criminal Policy of Temper Justice with Mercy，and maintained social harmony and stability；regulated socio-economic development in the civil and administrative relations through legal procedures；actively and steadily promoted judicial system reform，improved and perfected the people’s jurors system and the people’s supervisors system，and promoted judicial democracy.
