The Diqing Tibetan area advanced greatly the process of governing the state based on law，and vigorously improved public awareness of general law，actively implemented the autonomous rules，and made preparations for the enactment of separate regulations.Modifications of the law and administrative regulations were made in accordance with the local political，economic，and cultural characteristics. A sound system of laws and regulations with Diqing Tibetan area’s local characteristics was established and improved in order to build peace，harmony and common prosperity of the Diqing Tibetan areas.
