Yuhang District of Hangzhou City supposed a plan on rule of law in Yuhang，responding positively to the summons of CCP. It is as following：（1）governance in accordance with law，（2）administration according to law，（3）judicial fairness，justice，（4）ensurence of the rights，（5）standardized and orderly market，（6）sound supervision system，（7）perfect democracy，（8）enhancement of the quality of people，（9）social harmony peace. Yuhang District launched a comprehensive evaluation system of rule of law for county，researched the index and system evaluating rule of law，and started the project on rule of law led by quantitative evaluation，to promote transition in rule of law and improve the services in rule of law effectively. 2008 is crucial to implementing the project “rule of law in Yuhang”. Yuhang district will further strengthen the ideological understanding，enhance their responsibility，and promote the in-depth development in building rule of law in Yuhang.
