Since 2004，China has decided to establish national intellectual property strategy.It has been basically completed.It will be released and put into implementation in 2008.China’s enactment and implementation of the national intellectual property strategy will further promote technological innovation，revitalization of the country through science and education，and sustainable development.It will also promote China’s rapid economic and social development.National intellectual property strategy is necessary as it can not only solve the emerging issues in domestic economic and social development，but cope with the pressure of international economic competition.China’s enactment of intellectual property strategy has four characters：led by the government and endorsed by experts，facing the enterprises and emphasizing on the process.That is a top-to-down activity.China intellectual property strategy focuses on innovation policy and construction of legal system，closely related with technical innovation strategy.
