The new round of the Western Development provides unprecedented development opportunities for the Guanzhong-Tianshui economic area. Based on the analysis of the last decade achievements and problems of Guan-Tian，according to the increasingly critical climate governance and the State call for the development of strategic new industries，this paper puts forward that Low carbon Guan-Tian is the strategic choice of the Guanzhong-Tianshui economic area in the new round of the Western Development and that strategic new industries is the path.
