One of the strategic objectives of the “Guanzhong-Tianshui Economic Zone Development Plan”is to build a comprehensive technology resources reform district with Xi’an as its center.How to make the best of this region’s scientific and technological resources to promote local economic development is of great significance not only to the Guanzhong-Tianshui Zone，but also to the whole western region and the West Development Strategy. This part of the report describes in detail this region’s overall and each municipality’s technology resources，analyzes the difficulties in transforming technology resources into economic advantages，and proposes several countermeasures such as establishing a cooperation mechanism，enhancing the transformation rate of scientific and technological achievements and so on.
