The economic development of central and western regions of China will not be sustainable，if only depending on the east，according to regional economic development theory. To develop Shanxi and Xi’an，one of the core issues is to build great Guanzhong economic development zone.The Government must have the forward-looking vision，to integrate it wih major construction of Xi’an-Taiyuan-Lanzhou-Baotou-Yinchuan City Group fully. In view of this，this article proposes the tactics-going up the north and entering the west and the construction of Xi’an as the center of “China’s energy economy growth pole” of the policy recommendations.
