In this chapter the author believes that the best commemoration of 30 years of reform and opening-up is to explore the“Scientific Outlook on Reform”. Scientific Outlook on Development is the catalyst of Scientific Outlook on Reform. Great achievements have been scored in the 30 years of reform and opening-up in China. In the meanwhile，many contradictions arise and a Scientific Outlook on Development is urgently needed. This paper summarizes the basic experience in reform and opening-up，analyzes theoretical debates about and the problems in reform and opening-up，and studies a series of important issues such as efficiency，fairness，income distribution，political civilization and democracy construction，etc. It is pointed out that the reform in China should be in accordance with China’s basic conditions to act as a Chinese “cat” catching Chinese “mouse”，and that it is necessary to get on shore instead of “crossing the river by feeling out under-water rocks”，to “build ships and bridges” for reform so that we may “crossing the river by ships and bridges”，hence entering the “realm of freedom” from the “realm of necessary” of reform.
