本章对30年的中国国有企业改革进行了脉络梳理与经验总结。中国国有企业改革可划分为改革的初步探索、制度创新以及纵深推进三个阶段。国企改革是一个“摸着石头过河”的“试错”过程,是中央推动与地方实践上下结合的产物,本质上是生产力与生产关系的相互作用,符合建设社会主义市场经济的客观需要。但国企改革还存在许多问题有待通过进一步改革来解决。今后的国企改革将主要集中于调整战略布局、深化股份制改革、健全法人治理结构、完善国有资产管理体制及国企领导方式等几个方向。
<<This chapter provides a systematic review of the reform of state-owned enterprises and its experience. The reform of state-owned enterprises in China can be divided into 3 stages:preliminary exploration,institutional innovation and in-depth progress. It is a process of “crossing the river by feeling out underwater rocks”,i.e.,try and error. It is also a combined product of the promoting from the central government and the practice of the local government. It is in essence the interaction between the productive forces and the relations of production,which is in accordance with the objective needs of constructing socialist market economy. But the reform of state-owned enterprises is still facing many problems,which need solving through further reform. The future reform of state-owned enterprises will focus on readjusting strategic arrangement,deepening reform of shareholding system,improving corporate governance structure,and bettering the state assets management system and leadership in state-owned enterprises.
