Haiti was all but tranquil in 2009. Government’s policies were difficult to be implemented because of disputes among various political forces. The Prime Minister was deposed in chaos. Despite of strong support from the international community，Haiti’s economic situation was hardly optimistic due to huge losses in 2008’s hurricane disaster and impacts of world financial crisis. Public security was better than before but people feel disgruntled by government’s incapability to improve their livelihood. Haitians are still very dependent on various aids from the UN and other international or regional organizations.
