In the year 2013，international terrorism presented some new trends. After a low tide period，terrorist activities of “Al Qaeda” and other terror groups staged a comeback. Serious terrorist incidents escalated everywhere in the world. Terrorist activities in Africa rose sharply. Among them，the most active and damaging terror groups were Al-Qaeda in the Islamic Maghreb，Somalia’s Al-Shabaab and Nigeria’s Boko Haram. Currently，these terror groups have a trend of “confluence”. In western Asia，terrorist activities bounced back. Syria became another base camp of terrorism. In Iraq，terrorist activities were rampant again. Yemen’s “al-Qaida in the Arabian Peninsula” were constantly expanding. Terrorism in Russia’s north Caucasus was still active. Under this background，China has been experiencing a growth spurt of terrorism and some of the new traits are：the terrorist activities are expanding to more regions；terrorists are targeting more on government institutions and police and soldiers；terrorists use simple tools like cold enginery.
