This report systematically studies the achievements of the"Livelihood Projects"of Guizhou Province in the year of 2012. A series of problems of the livelihood projects are pointed out in this report,such as the poor ability in allocating local counterpart funds,delayed announcement of releasing funding program and the funds,much more attention on the construction than to the management,weak functions of business startup in expanding employment,insignificant role of social security and redistribution and so on. Then it provides some relevant policies and suggestions,including improving the fiscal remedy mechanism,establishing leading policy,broadening financing channels,reinforcing scientific planning,strengthening macro-control and regulatory capability of the project,enhancing management and maintenance of the livelihood projects,optimizing the utility of the funds,and promoting employment by entrepreneurship. <<
