Since the project of"11th Five-Year Plan"promoted,the construction of talent ranks in Guizhou province has made certain progress,such as the improvement of competence to cultivate talents,increasing quantity and quality of the talented person,the high-level talents,the gradual improvement of the talent environment,and a growing role of talents. By analyzing the problems in the construction of talent ranks,this research puts forward corresponding measures as follows. Speeding up the pace of talents' training in order to improve the quality of talents resources; Focusing on introducing the short-supplied talents so as to expand the ranks of the high-level talents; Improving the policy measures to guide and encourage the talents to work in grassroots; Improving the income distribution mechanism to ensure an improvement of treatment for the talents in the process of innovative pioneering; Innovating mechanism and system to enhance working vitality of the talents; Optimizing talent's atmosphere so as to create a favorable atmosphere for starting a business; Further increasing investment to improve the work and living conditions of the talents; Further strengthening leadership to ensure the practical implementation of job responsibility system for the talents.
