This paper mainly states operational modes of allocating,using and managing the special anti-poverty funds since the new stage of development of poverty alleviation in Guizhou province. It also analyzes and discusses the modes' effects by linking work at selected spots with that in entire areas and analyzing problems and incentives. And at last this passage offers strategies and proposals to boost the proper using effects of financial anti-poverty funds. <<
