The true essence of neo-urbanization does not refer to economic development and industrial transformation only, but also include economic construction, political construction, social construction, and ecological civilization, Party construction, and so on. In this new era, the nationality work should be organically united with livelihood project and social construction.The government functions need to be transformed to emphasize the service and innovation aspects, so as to make the Party's policies about nationality and religion rooted in general public's minds, and to deliver the government's concerns to each and every household.
