Chinese government’s news spokesman system was preliminary established in 1983. After that the government spokesman system was formally established in 2003. In this paper we did research from 3 aspects：（1）empirical study on news spokesman system construction and spokesman status of NPC & CPPCC，government departments of State Council from 2003 to 2012. （2）analyze the media reports of news spokesman system from 2003 to 2012，combining the quantitative and qualitative research. （3）review academic papers on domestic news spokesman system by using citation analysis and content analysis. Finally，discuss the development characteristics of the government spokesman system in recent decade from reality situation，media presence and theoretical research.
