Compared with the relatively mature spokesman system，our country was young but being completed. This article discussed the concept of spokesman，the relation between spokesman and news release system，the history and characteristic and similarities and differences between China and the west. It concluded that both of Chinese and western spokesman system promoted by war were the result of burgeoning journalism and communication career development. Their function and mode of transmission were similar. They were different in media system，legal protection and the degree of specialization and speaking style of government spokesman.
