Shenzhen，one of the first cities building modern social work system，started to develop social work in 2007 with establishing a series of social work related official documents. It constructed a social work developing pattern with the efforts of governments from up to down，which is characterized by government-oriented and society-operated. In the past 7 years，in order to go with the tied，the local government has accomplished three strategies by purchasing social work position，social work project，and building community service center marked with germinating，growing to changing. Besides，the local supervisor system and new NGOs governing policies have been developed too，and are beneficial to the social work system. Of course，one road has two sides.
