Development of child protection in Guangdong is following the transformation of national child welfare policy. It is going through the early stage of specifically work to fill a vacancy for children in all kinds of trouble toward a new universal service system for all children in society. At present，in Guangdong Province，child social work is in the form of three types：social work for children in institution，social work for children in plight，social work for children in community. The way of social work intervention fall in two kinds：setting positions for social workers in original service units and government purchase of social work services through projects. Social work in child welfare institutions and street children rescue center are representatively in the way of setting positions for social workers in original service units. Whereas government purchase of social work services are mostly conducted by Women’s Federations，the Communist Youth League and other government departments to set up projects as the main means of operation. Currently，considering the data of children with special needs in Guangdong Province，special social work agencies for child protection，special education schools or rehabilitation centers are all in shortage to fulfill the demands.
