Family Integrated Service is one of the most important parts of the Guangdong social work services system，and it also occupies a larger expenditure on social services areas. Its implementation is the result of the promotion from the government，higher education institutions and social work organizations，and it also reflects the fact that the government，academic and NGO’s attempt to respond more effectively to the social welfare needs of the people during the transition period. From the experience of Guangzhou，the evolution of family integrated service policy has undergone two periods，the pilot period and the spreading period，which also reflects the process of family integrated service development from the gradual development to the great leap forward. From the service implementation of current situation，family integrated service play an important role in promoting community solidarity，caring and harmony，especially in the communities that lack of resources and disadvantaged groups concentrated. However，since the entire service is still in its infancy，family integrated service face many pressures from different stakeholders including the street governments，social work agencies，social workers and evaluators，which affects the social welfare supply of family integrated service function effectively. Understanding these constrains makes it useful to promote the development of the family integrated service smoothly and also important to enhance the quality and effectiveness of social services.
