Driven by the foreign trade，the Finnish economy was slowly coming out of recession. However，the rising unemployment rate，weak domestic demand and weak investment led to a negative annual GDP growth. The support rate of the main ruling parties rose gradually. During the visit to China by Finnish President Sauli Niinisto in April 2013，China and Finland announced the upgrading of the two countries’ relations to a future-oriented new-type cooperative partnership.
