In 2012-2013，there were several most notable phenomenon in the area of community constrction in China，including the formation of government and social interaction patterns，the promoting of services item purchased by government and development of “menu style” community volunteer service model. It was the formation of government and social interaction patterns that changed the traditional opposition between government and society and established a new partnership. It was services item purchased by government that could overcome the non-professional defects of community service provided by government. Moreover，it was development of “menu style” community volunteer service model that surpassed the limit and effectiveness of community volunteer services，and promoted the sustainable development of community volunteer service.
