It has been promoted to establish a new hub platform-Neighborhood Center at the community level in Jiangdong District Ningbo City，through its own resources especially the resources of community social organizations and volunteer，which guided community residents to participate in community governance and carry out social service at the manner of the organization. It formed a new mechanism of governance by government and social collaboration.
