In 2013，Guangzhou have many bright points in science and technology，for example the science and technology policy，science and technology finance pilot project，smart city construction，innovative industry development，Popular science resources integration and so on. But there are still some old problems do not settled，such as R&D strength is insufficient，and innovation drive development ability is not enough to meet the need. 2014 is the key year to built a national innovation oriented city for Guangzhou. It is expected that ii will have great progress in the reform of science and technology management policy，science and technology innovation efficiency，and new technology industry development as photoelectrict industry and so on.
