2013 is the third year of “the 12th Five-Year Plan”. Under the leadership of the Central Committee，the State Council and the municipal government，Beijing implements the decision of the Eighteenth Party Congress，and “the 12th Five-Year Plan” is in full operation. In 2013，Beijing has made many achievements in the field of social-building，and promoting the economy developed steadily，social harmony and stability.
