人才类集体户制度的改革已经成为首都社会广泛关注的热点。通过对北京户籍供给模式进行研究,提出加快改革人才类集体户户籍制度,作为北京户籍制度优先改革的突破口。对人才类集体户户籍制度运行环境、存在问题与成因进行阐释和分析,并在此基础上,借鉴国内外经验,依据中央户籍改革方针,提出改革人才类集体户户籍制度,以经常居住地登记户口为基本形式,通过设立“社区公共户口”,实现人才类集体户属地化服务与管理的政策建议。
<<Problems of collective registered permanent residence managed by human resources centers has become one of the hot topics of the capital society. By studying on the supply mode of household registration of Beijing,we put forward that speeding up the reform of collective registered permanent residence managed by human resources centers can be regarded as a breakthrough of the reform of household registration system of Beijing. After expounding and analyzing the operational environment,existing problems and the causes of the system of collective registered permanent residence managed by human resources centers,referring to the experiences home and abroad,basing on the central reform policies,we put forward the reform strategy of the system of collective registered permanent residence managed by human resources centers:to realize localized management and service of collective registered permanent residence managed by human resources centers by taking household registration in habitual residence as a basic form and establishing community public household registration.
