By studying on the supply mode of household registration of Beijing，we put forward that speeding up the reform of collective registered permanent residence managed by human resources centers can be regarded as a breakthrough of the reform of household registration system of Beijing. After expounding and analyzing the operational environment，existing problems and the causes of the system of collective registered permanent residence managed by human resources centers，referring to the experiences home and abroad，basing on the central reform policies，we put forward the reform strategy of the system of collective registered permanent residence managed by human resources centers：to realize localized management and service of collective registered permanent residence managed by human resources centers by taking household registration in habitual residence as a basic form and establishing community public household registration.
