2013 was the first year of full implementation of the spirit of the 18th CPC National Congress. As China’s capital，to achieve the goal of“the world’s safest city”，Beijing vigorously carried out the management and remediation of the three orders（including traffic，security and environment），“the summer and autumn social security against regulation”hundred-day special action，“cleaning up drug abuse and creating peace”drug control hundred-day special action，“two investigation and one clearance”special action；constantly expanded the channels of communication between the police and citizens by using new media technologies；promoted the capital’s social security management innovation and achieved fruitful results. To the contrary，the crime rate of Beijing is still at a high level in the country. Researching in the permanent cure policy while taking temporary solution，related departments should actively reform the existing household registration system；ameliorate the living and developing environment for the floating population；improve the scientific management level；focus on the protection of human rights while strengthening the police by science and technology；further promote the relationship between the police and citizens；found a new system of“mass prevention and mass treatment”；strengthen organizations miniaturization and motorization of social security management，community and family building；extend coverage social welfare；alleviate various social conflicts；reinforce crime prevention and forecasting work to build the long-acting mechanism of social security administration and safeguard a long-term stability of social security in Beijing.
