In the year of 2013，the city management of Guangzhou followed its target of building up Low-carbon Guangzhou，Intelligent Guangzhou and Happy Guangzhou，and achieved some effects on the aspects of environment protection and city management team development by strengthening rules and regulation construction，further publicizing garbage classification and improving public transit system. Meanwhile，Guangzhou faced certain problems such as too many hot events about city management，lack of overall coordination in city management team，different moral levels of single city management team member，and unsatisfactory city management law enforcement effect. In 2014，the city management of Guangzhou shall push forward integrated law enforcement，deepen citizen’s participation in city management and reinforce city management team member training，in order to get breakthrough in city management and explore the way of developing marketization.
