Public transport is a significant sustainment of the development of national central city and modern urbanization in Guangzhou. After analyzing the features and present situation of public transport development in Guangzhou，exploring the main factors which restrict the increase of the ratio of public transport to motorization transport（public transport share ratio），and studying innovative approaches of public transport development and reform，this paper proposes the target，working organization and specific measures of developing national transit metropolis and increasing public transport share ratio in Guangzhou.
