After analyzing on the latest need of intelligent transport management applications and the fact that modern technological development brings benefit to road transport management，this paper proposes a brief frame of urban road transport sensing and management system，which is constructed on sensing system and big-data-process-based analyzing system of urban road transport condition，to satisfy the demand of urban road transport management. And then taking Guangzhou as example，this paper presents the practical application of the urban road transport sensing and management system.
