The Communique of the Third Plenary Session of 18th National Congress of CPC and the Decision on comprehensive deepening of the reform put forward new requirements and specific measures for the further development of China’s human rights cause. Character frequency analysis shows that the Communique emphasizes on the dominant position of the people，the values related to human rights，reform and institution-building，and the balance in various fields related to human rights safeguarding. The Decision proposed many concrete reform measures that are related to human rights protection and development，and characterized of promoting human rights protection and development practically.
