Socialist deliberative democracy is an important form of the people’s democracy. It has an important role in protecting citizen’ rights to know，to participate，to express，to decide，to supervise，and other personal，economic and social rights. The concept of socialist deliberative democracy has been put forward in the report delivered at the 18th National Congress of the Communist Party of China，which has established theoretical foundation for the development of socialist deliberative democracy. The deliberative democracy of political parties and people’s congress，political power，the Chinese People’s Political Consultative Conference，and community-level develops rapidly since the 18th National Congress，and has achieved positive results on the protection of civil rights. It needs to be improved and perfected on the system construction，transparency in information，mechanism of citizen participation and social foundation，and makes greater contribution on the protection of civil rights.
