In 2013，China made new progress in conducting international human rights cooperation and exchanges. As for international cooperation，multilateral human rights cooperation is the most important part for China. China received the second UPR，and gained 176 votes to be reelected as the member of the UN Human Rights Council. In the aspect of international human rights exchanges，it presented a jointly driving process both officially and non-officially. In the official level，there were various contents of exchanges；in non-official level，human rights organizations were very active and made unremitting efforts to enhance mutual understanding.
