在目前对澳大利亚与中国双边关系的研究中,两国在军事/防务领域的交流合作是一个至今被忽视的课题。本文意图对近年来迅速发展的澳中军事外交关系进行初步研究,并将特别关注一个令人困惑的问题,即为什么经过多年的军事交往与对话,两国间仍然缺乏必要的战略互信?对该问题的回答将有助于进一步认识澳中军事/防务交流的性质,并对防务外交作为建立战略互信手段的效用及局限加深了解。
<<Compared with other aspects of Australia-China relations,bilateral defence ties remain unheeded. This paper seeks to fill in the gap by examining the growing defence-to-defence relations between Australia and China. In particular,it tends to address a puzzling question:how should one explain Canberra’s persistent concerns about China’s expanding military power and strategic intensions,despite its decades-long defence engagement with Beijing?Answers to the question will clarify the nature and prospects of Australia-China defence relations and contribute to current debates concerning the utility and limitation of defence diplomacy as a confidence-building measure.
