中国领导人在2012年的上合组织峰会上提出了“上合组织应该成为‘利益共同体和命运共同体’”的倡议。本文从“利益共同体”和“命运共同体”的含义和特点，上合组织成为“利益共同体”和“命运共同体”的基础和条件、不利因素、前景展望及对世界的意义等方面阐述了该战略构想的合理性和现实性。
<<On the Summit of SCO 2012，Chinese leader initiated to build SCO as a Common Interests Group and Community of Common Destiny. This paper analyzes the meaning and character of such a initiation，fundamental ground and preconditions，unfavorable factors，based on these analysis，also made a prediction on its future development. At the end of this paper，also elaborates the rationality and feasibility of this strategy.
