2013年是哈萨克斯坦国内政治相对稳定的一年。继2012年政府更迭和执政精英人事大变动之后,哈萨克斯坦政府进入了一个相对稳定的政治休整期。总统纳扎尔巴耶夫在2012年底发表的国情咨文《哈萨克斯坦——2050年》国家战略既提出了国家和地区形势的总体判断,也为未来近40年的国家建设与发展指明了方向和目标。其中,哈萨克斯坦领导人表达出来的对全球与中亚地区问题的责任意识,以及对于未来可能发生的安全危机的前瞻性思考,都足以透视出哈萨克斯坦对于自身的地区大国的定位。哈萨克斯坦在上海合作组织所提出的利益诉求与建议,也都是基于其国家利益和国家发展战略的实施而提出的。
<<The year 2013 is a duration of politically relative stability for Kazakhstan. Following the 2012 government replacement and important shake-ups of executive elite,the Kazakh government has entered a relatively stable period of political rest and reorganization. At the end of 2012,President Nursultan Narzabayev delivered a State of the Union address “Karzakhstan—2050”,a national strategy,putting forward the general judgment of the national and regional situation and pointing out the direction and goal for the national construction and development of close to forty years in the future. In his speech,the Kazakh leader expressed a sense of responsibility for global and regional affairs,and a perspective thought on possibilities of crisis occurrence,quite enough for us to understand that kazakhstan positions itself as a regional power. The interest appeals and proposals put forward by Kazakhstan at the SCO are also made on the basis of its national interest and the implementation of the strategy of its national development.
