This paper systematically analyzes the influence factors and typology of traffic congestion in megacities，with a concern to distinguish different model of global traffic congestion governance according to its main approach，effect and problem emerged. The author has proposed innovative plans and insightful policies to advice on relieving traffic congestion in megacities as consistant with the future economical and social trends in China. Furthermore，the paper also evaluates the risk for implementing the plans，thus provides strategies and solutions to hedge the risks.
