特大城市房价过高、上涨过快似乎已成定论,但仍不能笼统地认为中国的房价普遍都上涨。关于房价上涨原因,有观点将其归结为等级化的城镇管理体制,宏观方面的原因也基本认定为“不均衡发展让大城市房价高烧不退”。然而,当前有必要区分房价的正常上涨与房地产泡沫,并对社会上各种房价统计数据保持明辨。国外经济学界对中国的房地产市场泡沫持担忧态度,但他们并不确定房地产市场会崩溃。针对城市房价问题的解决之道,分类施策、分城施策是比较典型的意见,打破政府对土地资源的垄断也呼声较高。从中央的动作来看,房地产调控完善的方向直指市场化;而双向调控则具有一定的过渡性特征。我们认为,特大城市房价高涨过快的治理对策,首要在于稳。当前治涨最重要,治高要慎重。其次是顺,就是要顺应市场,顺其自然。好的房地产政策在本质上应该着眼于利用市场机制的修正。最后是调,原则应该是先顺后调,不能顺的领域才调,尽可能少调,而且多调顺少调逆。
<<It seems no doubt that the housing price in megacities is rising too high and too fast,however it is still too harsh to make the conlusion. Regarding the cause of housing price rising,some researches attribute it to the classification of urban administrative regime,and on macro-level,due to unbalanced development. It is necessary to distinguish between normal housing price rising and real estate bubble and clearify the accuracy of data. Forgein economists worry there is bubble,yet hesitate to predict whether it will be collapse. Researches have suggest that classification of real estate policy and break government monopoly on land will be the solution. We believe the real estate regulation policy should be stable and market-oriented.
