This report measures 19 sub-provincial cities from the perspective of public service provision.The scope of this report covers 10 indicators:social security,education,employment,health,public safety,transportation,environment,culture and entertainment,housing and economic infrastructure.The results show that Hangzhou,Shanghai and Tianjin are at the top and Ningbo,Chongqing and Wuhan are at the bottom.The report further discusses the problems in public service provision that lie behind these results and provides policy suggestions. <<
