This chapter presents the results of a study of the third component for measuring the learning and capacity growth of municipal governments.The study group analyzed the capacity of learning and growing from three dimensions, including performance evaluation,feedback systems and training.An index system to measure and rank the capacity of government learning and growing for the 19 cities studied is also provided.This chapter also explains the ranking results,and provides strategies for resolving the critical problems identified in the study. <<
