Encouraging entrepreneurship to create jobs is a new step of employment policy and theory.It should have important guiding significance for employment practices.A policy framework of encouraging entrepreneurship to create jobs has been set.New progress has been made of streamline administration and institute decentralization，construction of entrepreneurial city and implementation of microfinance loan policy.At the same time，understanding of the policy is not in place.Policy design is not reasonable.Policy implementation is not in place.Policy yield surface is small.Policy support to entrepreneurship is not enough.Entrepreneurship training and services are inadequate.Entrepreneurial environment needs to be improved.Pioneering consciousness and creative ability need to upgrade.It needs to clarify the nature and positioning of policies to encouraging entrepreneurship to improve employment.And more efforts should be taken to improve the policy design，to strengthen the implementation of the policy，to provide targeted policy support and services to different entrepreneurs.
