According to the new task of Comprehensively Deepening Reforms which were designed by the Central Committee of CPC（Communist Party of China），the author gives a systematic review of somehighlights of China’s talents development since 2013 in such areas as the decisive role of the market，comprehensive educational reforms，academician system，high-end talents，employment policy，rural development and cadres. Furthermore，the author affirms the achievement and analyze some problems needed to be solved in relation to talents development. At the end，according to practice of the development of China’s Reform，international experience and frontierthought，several specific policy recommendations are provided to ensure talents development.
