The 18^th National Congress of the CPC made new arrangements and requirements for highly-qualified executive cadres under China’s new situation，proposed to carry out the meritocratic cadre line，to form a sound system and mechanisms to build apolitically firm team of leaders with capability，enthusiasm and fine working styles，toachieve the goal of building a moderately prosperous society earlier，so as to guarantee the realization of “Chinese Dream” of the national rejuvenation. The new central leadership has taken a series measures reflecting the ideas of constructing senior leading cadre steam. Taking a case study of the 18^th members of the Central Committee and alternate members，theauthor attempts to make an analysis of the trends of constructing the senior leading cadre steam under new situation.
