<<The Japanese “Global talents”strategy is a long national strategy which is based on thespecificity of national condition. There are dual characteristics with “particularity” and “representative” in the Japanese national talents policy. Focusing on talents training and strengthening high-end talents’ application,the “Global talents”strategy has practical color obviously. The “reverse strategy”from the “small country population” to the “talent great power” is the overall goal of Japanese talents policy;“with the talents to establish the country” and “with the talents to open the country” are the two main ways;economic renaissance,technological innovation and enhancement of national power are the three real direction of the talents strategy;state,economics,population and the reform of education are the four major supporters. The population and talents,to open the country and to establish the nation,government and market,man and women,talents and mounting are five major dimensions which can examine the modern Japanese talents problem and her talent strategy features. Overall,the expansion of the amount and the enhancement of the quality of Japanese talents are strategic issues of the same importance. The cultivation of talents is related to the economic growth strategy and the success of transition of the national strategy. The population issue,talents issue,global talents issue arethe urgent problems in Japanese national strategy.
